Lindsay Lohan plans to immediately start her community service at Downtown Women's Center.

LOS ANGELES - Lindsay Lohan is a free woman.

The "Mean Girls" star was released from house arrest at 10:20 a.m. Pacific time on Wednesday, the Los Angeles County Sheriff's Department said.

A representative from Sentinel Electronic Monitoring arrived at her $2 million Venice, Calif., townhouse at 9:15 a.m. and removed her ankle monitoring device, TMZ.com reported.

Though she's planning a "low key" celebration for the weekend, Lohan told friends and family she would make a beeline for the Downtown Women's Center where she must complete 360 hours of community service for her necklace theft.

"She's staying in Los Angeles and planning a quiet birthday dinner," her mom Dina Lohan told the Daily News.

The troubled actress turns 25 on Saturday.

"It will be very low key with family and close friends. And then she plans to return to her community service right away," Dina said. "She's really looking forward to working with the kids at the shelter."

The Long Island mom said that despite reports, Lindsay would not join ex-girlfriend Samantha Ronson and fellow actress Chloe Sevigny at a Hamptons bash celebrating DJ Paul Sevigny's 40th birthday.

"Hopefully she'll get back to New York soon to celebrate with her grandmother who's 85 and doesn't really like to fly. But there's no party in the Hamptons," Dina said.

Lohan, 24, started house arrest at her posh pad in late May after admitting she took a diamond necklace from a neighborhood jewelry store without paying for it.

The judge sentenced her to 480 hours of community service and 120 days in jail, but Lohan scored house arrest because she was a non-violent offender in an overcrowded jail system.

Lohan, still on probation for her 2007 DUIs, spent her home detention cooking, reading scripts and hosting a rooftop party that got her into trouble after she failed a booze test.
